Crisis events need a big buff. After the improved AI and power creep from different expansions / patches the galaxy is significantly more capable of defending against an incoming crisis. Even by the year 2300 the AI starts having some pretty big fleets.

Open console and type event “crisis.2000” do not include the “”. This will spawn the contingency immediately and skip the warning events.
